Large building owners can easily meet Toronto’s Energy and Water Reporting and Benchmarking (EWRB) and Ontario Regulation 506/18 requirements using Portfolio Manager® — a free, secure tool that helps you track electricity use and benchmark efficiency.

How it works

Toronto Hydro offers automated data uploads to Portfolio Manager® using a data exchange service — no manual entry needed. Once connected, your building’s monthly electricity data (including up to two years of history) is uploaded automatically.

How to get started

Setting up is quick and easy — just follow these three steps:

  1. Create a Portfolio Manager® account: Add your building with basic details (address, type, size). No need to enter electricity meters — we do that for you.
  2. Connect with Toronto Hydro: In Portfolio Manager®, request a connection to Toronto Hydro Energy Reporting using your 10-digit Toronto Hydro account number and postal code.
  3. Share your property: Authorize Toronto Hydro to share data by selecting:
    Provider: Toronto Hydro Energy Reporting
    Permissions: Personalized Sharing + Exchange Data

Eligibility

To use Toronto Hydro’s Portfolio Manager® data exchange service, your building must meet both of the following requirements:

  • Have a common account area in the owner’s name, and
  • Meet the threshold for minimum number of tenant accounts identified in the table below

Frequently asked questions

If your building is 50,000 square feet or larger, you’re required to report your energy and water use under the City of Toronto's EWRB by-law and/or Ontario Regulation 506/18 under the Electricity Act. (Annual reporting is due by July 1 for the Ministry of Energy and Mines, and by July 2 for the City of Toronto.) Exemptions may apply if your building meets specific criteria.

If your building is 10,000 square feet and larger, you’ll be required to report your consumption starting in July 2026.

If your building’s electricity is billed directly to tenants and there’s no common area account, you can request aggregated consumption data by submitting a Data Request: Reporting Energy Consumption form (PDF, 97 KB).

No. If you meet the minimum account threshold, you don’t need individual tenant authorization.

No. Toronto Hydro adds a new aggregated meter — you’re responsible for removing duplicates or manually entered data.

Your account will be deactivated if you sell your building, and the new owner must set up their own Portfolio Manager®connection.

Yes. Even if you’re not required to report, you can use the Portfolio Manager® tool to track and improve your building’s energy performance.

Yes. As long as the building is 50,000 square feet or larger, you don't need to have additional accounts to use the service.
