Reporting of Energy Consumption

How to gather and report your energy consumption data.

Are you an owner of a large industrial, commercial or multi-residential property? According to Ontario Regulation 506/18 under the Electricity Act, 1998, or Toronto’s Energy and Water Reporting By-law[1], under Municipal Code Chapter 367[2] (Building Emissions Performance) owners of large buildings 50,000 square feet or larger are required to report their energy and water consumption every year by July[3].

Important note: Any large building owners planning to request consumption data from Toronto Hydro need to do so no later than April 30 so the request can be completed in time for owners to meet the July 1 reporting deadline for the Ministry of Energy and Mines and the July 2 reporting deadline for the City of Toronto.

How to report

To report your consumption data, please visit the How to Report section of the Ontario government website and the Energy & Water Reporting for Buildings section of the City of Toronto website for detailed information.

As part of this process, you may be able to gather consumption data from the following Toronto Hydro sources:

  1. Eligible building owners can automatically track and report electricity usage by using Toronto Hydro's ENERGY STAR®Portfolio Manager® data exchange service.
  2. Monthly consumption data can be found on your electricity bill under “Your electricity usage.”
  3. Historical consumption data can be found under “Compare your daily usage.”

Need help gathering your monthly consumption data?

If you're not eligible to use Toronto Hydro's Portfolio Manager® data exchange service and need assistance gathering monthly consumption data, please complete the following steps by no later than April 30 each year:

  1. Gather your provincial EWRB ID and MPAC assessment roll number. (This step is optional but may allow us to process your request more rapidly.)
  2. Fill out our Data Request: Reporting Energy Consumption form (PDF, 97 KB) and submit it to contactus@torontohydro.com. Please include “EWRB for Large Buildings Request Form” in the subject line.
  3. Allow at least 4 weeks for your request to be processed.

Note: If you designate a third party to submit your request, ensure the authorization section in Section C of the form has been completed.

Energy reporting Frequently Asked Questions

EWRB regulation (Ontario Regulation 506/18) created by the Ministry of Energy and Mines and the City of Toronto’s Energy and Water Reporting By-law require owners of large commercial, industrial and multi-unit residential buildings to report their annual electricity consumption every year using Natural Resources Canada’s (NRCan) Portfolio Manager software.

The provincial regulation and City by-law both require building owners to report their consumption by July 1 each year. The consumption data submitted is for the previous calendar year.

Portfolio Manager® is a free tool that helps large building owners track and report electricity usage automatically.

Toronto Hydro offers a data exchange service that enables monthly electricity data to be uploaded directly to your Portfolio Manager® account.

If the information for each property is the same (e.g. corporate name, etc.), a building owner of multiple properties (at different locations) can submit one request form and attach additional information sheets with details on the each property. If the information is different (e.g. different corporate name), multiple forms will need to be submitted.

Yes, third party representatives requesting data for multiple owners should submit separate forms (each owner requires their own request form).

Monthly electrical consumption is calculated by aggregating all non-loss adjusted billed consumption for each meter for each month in the reporting year from our existing metering infrastructure. Since individual meters may have different billing cycles, monthly consumption is prorated by days-of-the-month for each meter before summation at the building level.

Yes. To do this, answer "Yes" to the question "Do you require a single aggregated consumption report for all meters on your property?" and "Yes" to the question "Do you also have standalone buildings on your property that require consumption to be independently reported?" while providing the additional standalone building information.

There is no cost for EWRB data requests.
