Multiplex PowerPlay Pilot Program

We’re selecting six projects in the Six to help shape Toronto’s next chapter of clean, electrified housing.

We’re launching a trailblazing pilot to help local builders electrify multiplex housing faster, more efficiently and more affordably.

Through our new Multiplex PowerPlay Pilot Program, up to six multiplex projects can tap into funding for a smart load management system — support that could even make the system installation free in some instances. These systems monitor total building energy use in real time and keep demand within existing panel or service limits — offering a smart alternative to complex service upgrades.

We’re inviting forward-thinking contractors and developers across Toronto to express their interest and help shape the city's next era of electrification — starting with six multiplex pilot projects in the Six.

Program overview: A smarter path to energy management

With interest growing in electric heat pumps and EV‑ready homes, many multiplex projects can encounter complex service upgrade requirements. The Multiplex PowerPlay Pilot Program provides an opportunity to explore how builders can take a practical path to keep projects moving.

Toronto Hydro will fund up to $50,000 per project toward the purchase and installation of smart load management devices for eligible projects. These intelligent systems dynamically balance a building’s load, helping projects stay within their existing electrical capacity and enabling electrification faster and more affordably.

Why smart load management systems?

Preparing for our electrified future starts with using today's electrical capacity more efficiently. Smart load management systems help buildings optimize power use more efficiently, creating room for heat pumps, EV chargers and other electrified technologies — helping clear the way for a bright energy future.

Why join the Multiplex PowerPlay Pilot?

Selected projects will benefit from the ability to:

  • Save money: Avoid the need for service upgrades
  • Save time: Reduce added planning and construction steps that come with large service upgrades, helping projects start and finish sooner
  • Build smarter: Support the installation of new electric devices, such as heat pumps, within existing limits
  • Contribute to a local solution: Help shape energy management approaches that can support the different types of housing in Toronto

Eligibility

We’re selecting six new or existing multiplex projects that meet the following criteria:

  • Location: Be within an “M” postal code area, excluding M0R and M7R
  • Building type: Be a multiplex development with four to six units, which may include garden and laneway suites
  • Electrification focus: Be focused on electrification with technologies like electric heat pumps and EV chargers included in the design
  • Electrical demand: Have project plans that would require a 400A+ electrical service upgrade, which is avoided using a smart load management device

Chosen projects must meet all applicable code and permit requirements, including obtaining Electrical Safety Authority (ESA) approval.

A small, focused group with the potential for big impact across Toronto.

Six projects will be selected for the pilot phase. Selection will be based on eligibility, project readiness and program objectives.
