Ontario Rebate for Electricity Consumers

The Ontario Rebate for Electricity Consumers (“OREC”) provides eligible residential and commercial customers with an 8% rebate on the before-tax total cost of electricity charges related to electricity consumption on their bills as of January 1, 2017. While certain accounts automatically qualify for OREC through their consumption or demand profiles, certain classes of customers are required to self-declare their eligibility with Toronto Hydro in order to qualify.

Eligibility Criteria:

Pursuant to section 1 of the Ontario Rebate for Electricity Consumers Act, 2016, an “eligible account” means, in respect of a consumer, an account with an electricity vendor, or with a person prescribed by the regulations, for the provision of electricity in Ontario if,

a) The consumer has a demand for electricity of 50 kilowatts or less,

b) The consumer annually uses not more than 250,000 kilowatt hours of electricity,

c) The consumer,

    • carries on a business that is a farming business for the purposes of the Farm Registration and Farm Organizations Funding Act, 1993, and
    • holds a valid registration number assigned under that Act or the consumer’s obligation to file a farming business registration form was waived pursuant to an order made under subsection 22 (6) of that Act,

d) The account with Toronto Hydro relates to,

  • a dwelling,
  • a property, within the meaning of the Condominium Act, 1998,
  • a residential complex, within the meaning of subsection 2(1) the Residential Tenancies Act, 2006, without regard to section 5 of that Act, or
  • a property that includes one or more housing units and that is owned or leased by a co-operative within the meaning of the Co-operative Corporations Act, or

e) The consumer or the account satisfies such conditions as may be prescribed by the regulations.

 

Requirements to submit the Self-Declaration Form:  

Since Toronto Hydro has the information it needs to assess eligibility for categories (a) and (b) in the above Eligibility Criteria section, this Self-Declaration Form is intended for those consumers with “eligible accounts” within the meaning of categories (c), (d), and (e) above.  

In order to have the rebate applied to your account effective January 1, 2017, the fully completed OREC Self-Declaration Form must be received by Toronto Hydro as soon as possible. Please note that retroactive application of the rebate will be provided for only up to 24 months (2 years) going back from the receipt of your Self-Declaration Form by Toronto Hydro.

Who is the OREC Self-Declaration Form for? 

Please first determine your eligibility as outlined in the Eligibility Criteria section above.

You DO NOT have to complete the OREC Self-Declaration Form and you will be automatically enrolled by Toronto Hydro to receive the rebate if your account falls into one of categories (a) or (b) in the Eligibility Criteria section; OR was automatically enrolled to receive the Ontario Clean Energy Benefit (OCEB); OR is currently exempt from the Debt Retirement Charge (DRC); OR is currently being billed on the Ontario Energy Board’s Regulated Price Plan (RPP) or Time of Use (TOU) pricing.  Please check your most current electricity bill to confirm whether you meet this criteria.

You DO have to complete and submit the OREC Self-Declaration Form to Toronto Hydro if your account never qualified for the OCEB, the DRC exemption, or RPP/TOU pricing, AND your account falls under one of categories (c), (d), or (e) in the Eligibility Criteria section.

What is the OREC Self-Declaration Form?

 

The OREC Self-Declaration Form is used by the customer to self-declare that their account falls under one of the “eligible account” definitions, for the purposes of receiving an OREC rebate. By completing the OREC Self-Declaration Form, you will be able to declare the eligibility of your account and as a result, may receive the OREC rebate.

For what period is the OREC rebate effective? 

The OREC rebate is effective for electricity charges related to consumption incurred as of January 1, 2017, or from the date that you opened your account if that date is after January 1, 2017.

When should the OREC Self-Declaration form be submitted?

To ensure you receive the maximum benefit, the OREC Self-Declaration Form should be submitted as soon as possible, or upon opening of a new account where the premises meet the eligibility criteria.

Can the OREC rebate be applied retroactively?

 

If you qualify for the OREC rebate but Toronto Hydro receives the OREC Self-Declaration Form after January 1, 2017, we will retroactively credit your account for all OREC entitlements as of January 1, 2017, or from the date that you opened your account if that date is after January 1, 2017. Please note that retroactive adjustments for OREC can only be provided up to a maximum period of two years, pursuant to section 15 of the Ontario Regulation 363/16, under the Ontario Rebate for Electricity Consumers Act, 2016.

If I have more than one account, how many forms should be completed?

 

If you have more than one eligible account, please complete a separate OREC Self-Declaration Form for each account.

How do I complete the OREC Self-Declaration Form?

Step 1: Review the OREC Eligibility Criteria above and determine if your account qualifies. (To review the full Ontario Rebate for Electricity Consumers Act, 2016 and other legislation referenced in the above OREC eligibility requirements, please consult the Government of Ontario’s e-Laws website at www.ontario.ca/laws.)

Step 2: Fill in the form by providing all of the required details.

Step 3: Complete the acknowledgement section by signing and dating the form and submitting to Toronto Hydro.

Please note that if the OREC Self-Declaration Form is incomplete, it will need to be returned and may delay enrollment in the program.

What if I provide false information or if my account is not an eligible account?

It is your responsibility to assess your eligibility for the OREC and to provide truthful and accurate account information to Toronto Hydro.

Providing false information on your Self-Declaration Form is an offence under the Ontario Rebate for Electricity Consumers Act, 2016. A person convicted of an offence under the Act is liable to either or both of the following penalties: (i) a fine in an amount that is not less than $1,000 and not more than $10,000; (ii) imprisonment for a term of not more than two years. In addition, OREC amounts credited to your account based on incorrect information may be subject to recovery by Toronto Hydro and/or the Ministry of Finance, in accordance with the Ontario Rebate for Electricity Consumers Act, 2016.

With the exception of specific requests from the Ministry of Energy, the Ministry of Finance, the Ontario Energy Board, and/or the Independent Electricity System Operator, Toronto Hydro will not share this information with any other party.
