Billing and Payment Options

Billing Cycle

Toronto Hydro-Electric System Limited mails bills to residential customers once every two months. From bill-to-bill, there may be some fluctuation of billing days included in that two month cycle - a range from 55 to 65 days.

Account Set-up Charge

Customers are subject to an Account Set-up Charge when a new account is opened. Currently, the charge is $30.00 and is approved by our Regulator, The Ontario Energy Board.

Security Deposits

To ensure that consumers receive consistent and equitable treatment, Toronto Hydro has laid out new security deposit guidelines.

Toronto Hydro will now charge all customers for Security Deposits based on the following:

  • Accounts billed monthly: 2.5 times the amount of average bill
  • Accounts billed every two months; 1.75 times the amount of average bill

We will waive Security Deposits for customers with a good payment history*:

  • Residential customers: 1 year
  • < 50 kW Demand customers: 5 years
  • All other customer classes: 7 years

For new customers, we will waive a Security Deposit provided:

  • A letter of Reference is submitted providing information consistent with a good payment history from either a Canadian gas or electric utility;
  • A credit check is provided at your expense

* A good payment history includes; not more than one Disconnect Notice; not more than one cheque returned due to Non-Sufficient Funds (NSF); and no disconnections.

Payment Options

By automatic withdrawal (PAP), TelPay through eBills, at the bank, by telephone, mail, drop box.

Automatic Withdrawal or Pre-Authorized Payment

It's the fastest, safest way to pay your hydro bill, saving postage, cheque-writing time and you never have to worry about missing a bill payment. Approximately two weeks prior to the due date, you'll receive the bill. When your bill is due, the exact amount is automatically withdrawn from your bank account. eBills

eBills offers you the convenience of viewing and paying your Toronto Hydro-Electric System Limited bill online - simply and securely, anytime you like. When you sign up with ebills, you will no longer receive a bill in the mail. Instead, your bill will be available online. You can pay your bills at your financial institution's or Toronto Hydro-Electric System Limited's Web site. Or, take advantage of our convenient pre-authorized payment plan and have your bill amount automatically deducted from your bank account. To sign up for your eBills account, visit www.torontohydro.com/ebills or visit your financial institution's Web site. You will need your latest Toronto Hydro-Electric System Limited bill.

At the Bank or Automated Teller Machine (ATM)

Payment may be made at most chartered banks, trust companies and ATMs. Remember to include your payment stub and allow time for processing by the due date.

By Telephone/Internet Banking

Link your account to your bank's telephone or personal computer banking services. Select "Toronto Hydro-Electric System Limited."

By mail

Make your cheque or money order payable to Toronto Hydro-Electric System Limited and mail it in the envelope provided with your bills. Please do not mail cash. Mail payments to:

Payment Drop Box

Save on postage. Drop off your payment (no cash please) in one of our drop boxes located at 14 Carlton Street (Carlton and Yonge) and 5800 Yonge Street (Yonge and Finch Ave).
